If you have more than one case fan you should be able to unplug that fan and be ok for now, just until you get another one maybe.
Newegg sales Rosewill 120mm fans for $5! Not sure what size fan you're dealing with though. |

I talked to my friend at school today, hes pretty good with computers, so i told him about it, and the fan thats making the noise is on the side of the case in a clear box, he said its prolly a power fan and i can do nothing about it.
Is true? Its also a small fan

Unless the clear box is your power supply (the place where all the colorful wiring comes out of), the fan will not be a power fan and it can be fixed.
You just need to take a ruler, measure either the height or the length (both the same since fans are square shaped) in millimeters, and tell us the measurement so we can find you a replacement fan. However, you'll have to spend about $6 for a decent fan. But then again, it's not a problem for some people that use $5 bills as toilet paper. Or you can just unplug the fan if your computer isn't suffering from heat problems. I'd recommend you do this so your fan won't be a vacuum cleaner. |

There's a way, but that involves taking apart the PSU, which voids the warranty, and can seriously hurt you if you don't know what you're doing. I guess you will have to either live with the noise, or try hitting hit a few times to knock the parts into place. Albeit other problems can arise, so your only good option is to leave it as it is.

I should give more description, my friend now says that it may just be a normal fan, its in the middle of the side of my computer on a clear box, the box is attached to the side of the computer, the wires may be coming from it so as to cool the comp is what my friend says, anyway, prolly gonna walk to this computer store thats pretty close and buy a cheap fan, and he says he can prolly help me replace this one.
Is he right or could taking this fan out really hurt my computer?

Well, i re opened my comp, and the big box fan that is in your pic is on ht eback higer up on the case wall, and i used a flashlight to discover that the little fan making the noise says COOLER on it, i feel stupid right now, anyway, while moving some wires out of the way with a cord from something else so i could read what it says, i poked the fan accidentally, it stopped for a moment, then came back on, now the noise it makes is a little softer, but i will still replace it i think. Also, the colored wires were only next to it, only 2 colored wires apear to actually be coming out of the fan.

Unless your case is pretty compact, you can get away without the fan, so long as you don't overclock anything nor play demanding games. If you have a pretty big case, I'd just tell you to disconnect the fan. Saves vacuuming your computer.
