Procedures: Tell Cartalion about what you heard from Fenelle. You must reclaim the relic! Cartalion says the patrol found the entrance to the Nefarious Priests's hideout at East Pantheon: East Pantheon Forest. Go to the hideout, defeat the Nefarious Priests, and reclaim the relic. You can find it on Nefarious Monk Apprentice or Nefarious Monk Master. You've returned with the relic, and Cartalion quickly delivered it to Fenelle. Will the Protective Shield be restored now?
