Procedures: Yukimori says you aren't in Japan anymore. Is that even possible? You should visit the new base and talk to the others. Check out the new base, Momijigaoka. It should be at the top of the hill covered in maple trees. You arrived at Momijigaoka alone, after Yukimori told you there's someone at the base he doesn't want to see.
