There is a strange device in front of the Mine that looks like a portal, but it isn't activated. You have numerous questions about the portal... Talk to Harry Lion the portal manager. There must be a secret way to get to him from Road to the Mine 2.
The portal seems to have been made for the Black Wing management to travel quickly to Victoria Island. If you're not a part of the Black Wing management, you cannot use it.
