Procedures: Take the Dimensional Mirror Portal to the Azwan Obelisk and talk to Knight Gardin of the Cygnus Knights. Gardin tracked Hilla, the Commander of the Black Mage's Army, here. Below the huge Obelisk, he found Hilla's stronghold, the Underground City of Azwan. Go inside the Obelisk. You'd heard there were no people here, but there sure are a lot of ghosts. And many of them seem to be high ranking. Is that... a king?!
