Procedures: Go to Informant Roca and hear about the Puppeteer. The Black Wings' Puppeteer can use puppets to control monsters. It would help to know what the Puppeteer was like in the past, so get Cynical Orange Mushroom and find the Puppeteer's Puppet. The ability to use puppets to control a monster completely... In the past, the Puppeteer used these powers for evil on Victoria Island, and was then banished by the Cygnus Knights.
