This dish is made using dishes that the Witch has already prepared. She will make it if you bring her 1 Swamp Wrap, 1 Rough Leather Steak or 3 Slimy Canapes, and 3 Zingy Kebabs. Be sure to look around carefully, as they say that the frogs and cats roam around town when they are hungry. Sure, you might feel a bit wary about eating something that the Witch prepared...but it's not like you'll die, right?
